Givat Shmuel is in demand: it is small, close to Tel Aviv and Bar-Ilan, and NBN describes its socioeconomic ranking as 8+ out of 10. Rents are high for its size. The figures below are asking prices collected by Realta, an aggregator of Yad2, Madlan, OnMap, Homeless, Komo and Facebook listings, on 5 October 2026.
What rent costs
Realta counted 182 active rental listings, with an average asking rent of 7,177 NIS a month (median 7,400). By size:

By neighbourhood, Giora (5,480 NIS) and Ramat Ilan (5,726 NIS) were the cheapest averages and Ramat Hadar (9,057 NIS) the highest. The neighbourhoods guide has the full table. These are asking prices from small samples, not signed rents. Put your own numbers into the cost-of-living worksheet.
When and where to look
JLIC advises students and young adults who plan to move in the summer to start looking after Pesach, when existing flats look for roommates and landlords look for tenants. It points to yad2.co.il and local Facebook and WhatsApp groups, including groups for Shomer-Shabbat and Shomer-Kashrut roommates.
The Bar-Ilan dorms
Yearly dorm contracts run from October to the end of the following September and go through the operator, Electra. Short stays (a few weeks up to six months) are booked through the International School, first come first served. JLIC says the Park 100 dorms are the closest to the Shabbat community.
The paperwork your contract unlocks
Once you have a contract, register at the arnona department as the occupier (machzik). That one step drives three others:
- your residents' parking permit, which follows the rental contract once arnona has it;
- gan and school registration, which needs a signed contract showing the entry date;
- any arnona discount, which goes only to the registered occupier in the population register at the address.

A city being rebuilt
The municipality lists several urban-renewal projects: two 16-storey buildings with 144 units at 2-6 Ben Gurion St, about 380 units in three 27-30 storey towers ("Ben Gurion West"), three 15-storey buildings at 8-16 Ben Gurion, and a renewal plan for Giora promoted since 2015. A comprehensive outline plan for 2040 speaks of about 45,000 residents, mostly in high-rises. Expect building work near Ben Gurion St and in Giora.
Buying
I did not collect purchase prices from a dated official source (such as the Tax Authority's deals database), so I am not quoting any. For context, Hebrew Wikipedia cites the CBS average monthly salary of an employee in Givat Shmuel in 2023 as 17,593 NIS, against 12,593 nationally.
